NOTE: Currently, the Greater Dandenong Council isn’t processing new building permit applications. The process is left to private building surveyors, who you can find using the VBA’s practitioner database.

The first thing you need to know is whether your fence will be built from masonry or non-masonry materials. If the former is the case, a front fence height that exceeds 1.2 metres will require a building permit.

For the latter, there’s an extra step you’d want to take: determining what residential zone your home is located in. There are three such zones: the General Residential Zone (GRZ), the Neighbourhood Residential Zone (NRZ) and the Residential Growth Zone (RGZ). You don’t have to know the specifics, just ask your council about your home’s zone.

If located in a GRZ, NRZ or RGZ…

  • Non-masonry front fencing facing a Council (non-declared) street that’s more than 1.2 metres in height
  • Non-masonry front fencing facing a VicRoads (declared) street that’s more than 1.5 metres in height

If not located in a GRZ, NRZ or RGZ

  • Non-masonry front fencing that’s more than 1.5 metres in height

Take note that the council defines a “front fence” as the entirety of the front fence plus the first three metres of the boundary fence from the frontage. In addition, all fence heights are measured from the natural ground level.

If your fence is within nine metres of a street alignment in an intersection, a height of over one metre will necessitate a building permit. This rule applies to any fence that meets the location requirements, regardless of the material or residential zone.
