Frankston’s fencing regulations adopt the guidelines set by the Victorian Building Authority (VBA), similar to those of other councils and shires. A building permit is required for a fence that meets the following conditions:

  • More than 2 metres in height
  • More than 1.5 metres in height if located next to a street and not made of masonry
  • More than 1.2 metres in height if located next to a street and made out of masonry
  • More than 1 metre in height if within 9 metres of an intersection or corner

Chain wire fences enclosing tennis courts are exempted.

Whether or not a building permit is required for your fencing project, the city council also advises checking other applicable requirements, like an S173 Agreement or the design’s compliance with the local planning scheme.

Meanwhile, all fixed pool and spa barriers must have a building permit before being set up. Other fencing work like replacement can also require a permit, provided that the work:

  • Affects more than 50% of the existing fence
  • Involves changes to the fence posts or footings
  • Uses materials not typically used for the same purpose the existing material serves
  • Involves expanding or shortening the fence’s length and coverage area
  • Affects the retaining wall that forms a part of the pool and spa barrier

The cost of applying for a building permit starts at AUD$828, including a 10% GST. The cost also includes two to three inspections by the relevant authorities. You may also be charged a VBA building permit levy of 0.128% of the cost of the fencing project (no GST included).
